Decarbonization plan for the heating sector
Neubiberg on the way to greenhouse gas-neutral energy supply. Summary of the results of the partial energy utilization plan drawn up by the bifa environmental institute, September 2024
The municipality of Neubiberg has committed itself to achieving a climate-neutral administration by 2030, and it aims to achieve overall climate neutrality by 2040 at the latest. The heat supply is an essential field of action in this. The bifa environmental institute prepared a study for the municipality as a basis for targeted decisions.
bifa recorded the heat supply and heat infrastructure situation in detail. A community-wide heat register was calculated from building-specific heat demand classifications. Energy and CO2 balances were created. With a share of 84% of the heat demand covered by natural gas and heating oil, private households account for more than half of the total heat-related greenhouse gas emissions.
Energy conservation is an important lever for reducing greenhouse gas emissions. It is recommended that ambitious progress be made in each individual case, if possible. Nevertheless, even with intensive renovation, a heating and hot water demand will remain, which must then be covered by renewable energy sources.
The regenerative heat potentials were determined. The local conditions offer particular hydrogeological potential: A temperature of around 110 °C can be expected for deep water from the Upper Jurassic Malm at a depth of 2,800 m.
A climate protection scenario was developed as a target image for the development. Measures in the areas of heating networks (see figure), renovation and climate-neutral municipal administration were formulated. The bifa results were presented to the environmental committee and the municipal council and discussed in detail. The municipality implemented the first measures before the project was completed.
The study was funded by the Bavarian State Ministry of Economic Affairs, Regional Development and Energy as part of the funding program for energy concepts and municipal energy utilization plans via Bayern Innovativ GmbH, project sponsor Bavaria.
